The Instructions is the complete version of the Instructions for Ticket Purchase and Use for the 9th Asian Winter Games Harbin 2025 (hereinafter referred to as Harbin 2025). The Instructions for Ticket Holders printed on the back of the tickets for Harbin 2025 are an abbreviated version of the Instructions. Any person purchasing, holding or using the ticket for Harbin 2025 is deemed to have read, understood and accepted all of these provisions.
1.Definitions
Unless otherwise agreed in the Instructions, the definitions of the terms used herein are shown as below:
1.1. Asian Winter Games (or AWG): The 9th Asian Winter Games Harbin 2025
1.2. HAWGOC: The 9th Asian Winter Games Harbin 2025 Organising Committee
1.3. China: The People's Republic of China (PRC).
1.4. Olympic Council of Asia (OCA): The organization, which has its headquarters in Kuwait, is in complete charge of overseeing the management of the Olympic Games in Asia and serves as Asia's plenipotentiary delegate when corresponding with the International Olympic Committee (IOC) and other transcontinental sports bodies.
1.5. Chinese Olympic Committee (COC): The National Olympic Committee of the People's Republic of China recognized by the IOC.
1.6. Area under COC's Jurisdiction: The geographical area under the jurisdiction of Chinese Olympic Committee recognized by the IOC.
1.7. National Olympic Committee: A national or regional Olympic Committee.
1.8. Asian Sports Federation (AF): An international organization recognized by the OCA, which has jurisdiction over Olympic sports in Asia.
1.9. Ticketed Session: A combination of the time and place of a sport competition or the times and places of a series of sport competitions organized by HAWGOC and ticketed to the public during the Harbin 2025, including, but not limited to, the sports competitions and Ceremonies.
1.10. Ticket: A permit (in both electronic and paper form) issued by HAWGOC that gives the holder access to a particular event.
1.11. Venue: The places used to host the sports competitions and Ceremonies of the Harbin 2025, including the places themselves and all the areas covered by the surrounding security system.
1.12. Force Majeure: The objective circumstances that are unforeseeable, unavoidable and insurmountable by the time when the Instructions is published, including but not limited to flood, thunder and lightning, storm, fire, explosion, earthquake, tsunami, major epidemic or other natural disasters, war, military action, riot, commotion, terrorist activity, civil unrest, strike, lockout, governmental action, unstable supply of electric power, malfunctioning or paralysis of communication network, etc.
1.13. Minors: Within the jurisdiction of the COC, they refer to citizens under the age of 18; for residents living in the countries and regions not within the jurisdiction of the COC, they are defined by applicable laws.
1.14. Guardians: The parents or other legal guardians of a minor.
1.15. Authorized Ticket Reseller (ATR): An organization designated by a National Olympic Committee, confirmed by HAWGOC and approved by the OCA, to engage in the promotion, sale and distribution of tickets for Harbin 2025 within the jurisdiction of the National Olympic Committee in question.
1.16. Ticket Purchaser: An individual who purchases a ticket for Harbin 2025 through the channels designated or authorized by HAWGOC.
1.17. Ticket Holder: An individual who holds a ticket for Harbin 2025 purchased through a channel designated or authorized by HAWGOC. The ticket holder may be: i. The purchaser himself; ii. The individual for whom the ticket purchaser bought the ticket, iii. The individual for whom the ticket is transferred or resold through the channels designated by HAWGOC.
2.Scope of Application
All provisions outlined in the Instructions apply to all tickets that are issued and sold in any manner under all stages of sales of the tickets for Harbin 2025, as well as to any transfers, resale, or refunds of the tickets that may occur.
All provisions outlined in the Instructions are applicable to all venues and sessions of Harbin 2025, including entry, game watching, and exit.
3.Ticket Purchase
3.1. Real-Name System
All tickets for Harbin 2025 will be sold based on the real-name ticketing policy. Ticket purchasers shall provide complete and true identity information when purchasing tickets, including but not limited to ticket purchaser's name, identity document type and identity document number.
Before submitting the order, the purchaser shall also provide the ticket holder's real-name information for each ticket he/she applies to purchase, including but not limited to the ticket holder's name, identity document type and identity document number, i.e. completing the binding of the ticket holder's information. The ticket that fails to be bound to a holder cannot be admitted through ticket checking, nor can it be transferred or resold.
3.2. Official ticketing website and mini program
HAWGOC will publish the ticket information and sell the tickets of Harbin 2025 through the Harbin 2025 Official Ticketing Website (https://tickets.harbin2025.com) (hereinafter referred to as "Ticketing Website") and the Harbin 2025 Official Ticketing Applet (hereinafter referred to as "Ticketing Applet"). Both Ticketing Website and Ticketing Applet are the online ticket sales channels and ticket transfer and resale platforms designated by HAWGOC for Harbin 2025.
3.3. Accredited Users
Ticket purchasers must complete the "real name accreditation" process before using the Ticketing Website or Ticketing Applet to inquire about, purchase, transfer, and resell tickets.
3.4. Ticket Sales Stage and Ticket Purchase Process
The sales of tickets for Harbin 2025 (the sales of tickets for the Ceremonies will be planned separately) will be divided into 2 stages, namely, Online Seat Selection and Venue Ticket Booth. During both stages, the tickets will be sold in real time and on the first-come, first-served basis.
The Harbin 2025 Ticketing Website will go live by 30 November 2024 and accept user accreditation.
In order to avoid as much as possible the risk of uncertainty and changes in the information on ticket availability and ticket sales, HAWGOC will sell the tickets for each competition session online according to the construction of the venues and the competition schedule, and HAWGOC reserves the right to sell the tickets for Harbin 2025 online in batches and by several times.
The "Online Seat Selection" stage will be launched before the "Venue Ticket Booth" stage, and the number of tickets to be sold for each competition session during the "Online Seat Selection" stage will be released according to the sales quota determined by HAWGOC. The "Online Seat Selection" stage will continue until the end of each competition of Harbin 2025.
The "Venue Ticket Booth" stage will be launched two days before the competition day, and the venue ticket booth set up in each competition venue will sell the remaining available tickets for the sports competitions held in this and other venues.
3.5. Limited Purchase
In order to meet more accredited users' demand for tickets, HAWGOC will limit the quantity of tickets for the sessions of different popularity (degree of demand for tickets) that each accredited user account can purchase, that is, limit the quantity of tickets purchased by each user, including:
One user can only purchase up to 20 tickets for Harbin 2025, including,
Ten tickets at most, each for the Opening Ceremony, and each for the Closing Ceremony
Four tickets at most for each popular competition session;
Four tickets at most for each competition at popular sessions (Please check the Ticketing Website and Ticketing Applet for the list of popular sessions)
Six tickets at most for each non-popular competition session;
The total tickets that can be purchased at the "Online Seat Selection" and "Venue Ticket Booth" stages, as well as the tickets that each user can purchase for a single competition during these two stages, will be calculated together.
In order to protect the equal rights and interests of all ticket purchasers, any accredited user can only have and use a unique account on the official ticketing website and mini program, and they are not permitted to register multiple accounts.
3.6. Invalid Orders
In order to protect the interests of ticket purchasers, HAWGOC, if detecting any abnormal order, has the right to cancel the order even though it has been established or put into effect. The abnormal orders include but are not limited to:
3.6.1. Orders placed through the same accredited user account, which exceed the allotted number of tickets, in violation of the Limited Purchase Policy of the Website;
3.6.2. Orders placed through the bulk identical or fictitious payment accounts, ticket holder information, telephone numbers and/or other information, which exceed the allotted number of tickets;
3.6.3. Act of a non-authentic customer placing an order, which may involve using click farm and ticket-snatching software to purchase tickets, among other things.
3.7. Seating Location and Continuity
For reasons of security or venue management, HAWGOC reserves the right to reassign a ticket holder to any other location or space at any venue and session without absolving the ticket holder or purchaser from paying the full or partial fare or providing them with any compensations. In the event that a ticket holder is reallocated to a lower ticket class, the ticket purchaser will be compensated accordingly.
For reasons of security or venue management, HAWGOC reserves the right to change multiple tickets with adjacent seats purchased by the same purchaser to tickets with separate seats at any venue and session without compensations. In the event that the ticket holder is reallocated to a lower ticket class, the ticket purchaser will be compensated accordingly.
3.8. Wheelchair Seats
Tickets may be purchased by wheelchair users and those with other accessibility needs.
Tickets for wheelchair seats can be purchased in the same way as regular tickets. When purchasing a wheelchair seat ticket, the purchaser may purchase an additional ticket for the accompanying guest, but no more than the number of wheelchair seat tickets he or she has already purchased at the same price.
HAWGOC will reserve wheelchair space on the platform of the spectator area for wheelchair seat ticket holders and provide their accompanying guests with movable seats.
For reasons of security or venue management, HAWGOC reserves the right to reassign the wheelchair seat ticket holders and their accompanying guests to any other location or space at any venue and session without absolving the ticket holders or purchasers from paying the full or partial fare or providing them with any compensations. In the event that a ticket holder is reallocated to a lower ticket class, the ticket purchaser will be compensated accordingly.
HAWGOC reserves the right to request the wheelchair seat ticket and accompanying guest ticket holders to present the related certificate of disability upon admission.
3.9. Fapiao
Ticket purchasers can apply for electronic Fapiao to HAWGOC through the Ticketing Website or Ticketing Applet.
3.10. Sales of Tickets Abroad
Organizations or institutions that have been nominated by the National Olympic Committee (NOC) and selected by HAWGOC and have established a cooperative relationship with HAWGOC are the Authorized Ticket Resellers (ATR) of Harbin 2025 in a specific jurisdiction.
With the prior approval of HAWGOC, the ATR is responsible for formulating the policy of the sale of Harbin 2025 tickets within the designated areas, including the rules for ticket purchase, payment and delivery, etc. In the event that there is any inconsistency between the ticketing policy formulated by the ATR and the Instructions, the latter shall prevail.
ATR is obligated to assist HAWGOC in screening ticket purchasers and decline to sell tickets to any groups or individuals that might otherwise distribute or resell tickets in addition to those specified in the Instructions.
ATR will always settle ticket sales in the currency of its designated jurisdiction and will convert the ticket prices from CNY to local currency. All bank charges or other fees associated with using a payment card or currency conversion shall be borne by the ticket purchasers themselves.
ATR may charge a reasonable handling fee per ticket on the basis of par value of the ticket. Such handling fee shall not exceed 20% of the par value of the ticket, and the maximum amount of handling fee that may be charged per ticket is RMB100 or its equivalent amount in local currency.
ATR will also handle all of the matters related to the transfer, re-sale, refund, etc. of tickets for ticket purchasers who purchased tickets for Harbin 2025 through ATR.
3.11. Ticket Price
The price of tickets for the Harbin 2025 is set by the 9th Asian Winter Games Harbin 2025 Organising Committee (HAWGOC). All tickets are priced in CNY and will be sold at full par value. However, HAWGOC reserves the right to formulate and implement the ticket discount policy as needed by laws or as market conditions alter, without absolving the ticket holders or purchasers purchasing the tickets at the original price from paying the fares or providing them with any compensations.
The prices for the wheelchair seat and accompanying guest seat tickets are priced at the same rate as regular seats in the same fare zone.
3.12. Payment
Accredited users purchasing tickets for Harbin 2025 through the Ticketing Website or Ticketing Applet must pay for their tickets in RMB within the specified time period. Tickets in the same order cannot be split or paid partially. If the payment is considered late or not made in compliance with the requirements, the user will be deemed to have automatically given up all of the tickets in the order and therefore are unable to purchase any of the tickets in the order. If the user purchases tickets through multiple orders, failure to pay for part of the orders will not affect the payment for the other orders.
If the accredited user fails to complete payment within the specified time period, the order will be automatically cancelled and neither the user nor HAWGOC shall be liable to the other.
If HAWGOC specifies the payment method and platform, the ticket purchaser shall use that method and platform to make the payment and make sure there is enough money in the account to cover the cost of the tickets; otherwise, the purchase will be unsuccessful.
4.Issuance and Distribution of Tickets
Tickets for Harbin 2025 will be sold and distributed in both paper and electronic form. Purchasers can choose the type of ticket for Harbin 2025 when purchasing.
HAWGOC will provide the paid ticket delivery service for purchasers of paper tickets, and the delivery service will be provided by a third-party service provider. Purchasers who choose paper tickets need to fill in the complete recipient information according to the prompts of the website, including the recipient's name, identity document type, identity document number, delivery address and contact information, etc., and pay the postal fees by cash on delivery (subject to the charging standard of the delivery service provider).
If a ticket purchaser chooses e-tickets, HAWGOC will issue the e-ticket to the purchaser through the Ticketing Website and Ticketing Applet, or send the e-ticket to the ticket holder through the email address or mobile phone provided by the ticket purchaser. Ticket purchasers or ticket holders who choose e-tickets can visit the Venue Ticket Booths set up at each competition venue during Harbin 2025 to print out the e-tickets which come in the form of heat-sensitive tickets. They can then enter the venue using their paper tickets. These e-tickets will become invalid as soon as they are printed out.
5.Transfer and Resale of Tickets
HAWGOC provides ticket purchasers with ticket transfer and resale services. The official ticketing website and mini program of Harbin 2025 are the only platforms designated for the transfer and resale of tickets for Harbin 2025. The official ticketing website and mini program only support the transfer and resale of e-tickets purchased through these two channels. Paper tickets and e-tickets that have been printed as paper tickets or e-tickets for Harbin 2025 purchased through other channels may not be transferred and resold on the official ticketing website and mini program.
When it comes to ticket transfers and resale, HAWGOC will not impose any handling or service fees. However, HAWGOC reserves the right to deny requests for ticket transfer and resale, for reasons of security, anti-speculative resale, anti-money laundering, etc., and does not promise to provide public explanations when such circumstances occur.
The transfer and resale of tickets can only be carried out between users of Ticketing Website or Ticketing Applet who have completed the accreditation process, and the transferees of the transferred tickets and the purchasers of the resold tickets must be the accredited users of the Ticketing Website or the Ticketing Applet.
The transfer and resale of tickets for Harbin 2025 will be conducted under the real-name system. The transferees of the transferred tickets and the purchasers of the resold tickets must provide the complete and true identity information during the transfer and resale, including, but not limited to, the purchaser's name, identity document type, and identity document number.
Tickets in the transfer or resale status cannot be used as the entry tickets, and the original purchasers cannot use these tickets to enter the competition venues of Harbin 2025. Before the ticket is actually transferred or resold, the original purchasers have the option to cancel the transfer or resale application at any time. In that case, the ticket will once again serve as the entry ticket.
A ticket may only be transferred or resold once at most. Once a ticket has been transferred or resold, it cannot be revoked, and neither the transferee nor the purchaser of the resold ticket may transfer or resell the ticket again. If the transferred ticket is refunded, the ticket price will be refunded to the bank account used by the transferor (original purchaser) when purchasing the ticket. If the resold ticket is refunded, the ticket price will be refunded to the bank account used by the resold purchaser (final purchaser) when purchasing the ticket.
Ticket purchasers can resell their purchased tickets for Harbin 2025 at par value through the official ticketing website or mini program. If a ticket is resold, the payment will be refunded by 30 April 2024, to the bank account the original purchaser uses to purchase the ticket.
The application deadline for reselling tickets for the Harbin 2025 sports competitions is two days prior to the competitions (not including the competition day), and the application deadline for reselling tickets for the Opening and Closing Ceremonies is seven days prior to the ceremonies (not including the days of the ceremonies). If the tickets for sports competitions fail to be resold two days before the competitions (excluding the competition day) and if the tickets for the Opening and Closing Ceremonies fail to be resold seven days before the Ceremonies (excluding the day of the Ceremonies), the tickets will be returned to the original purchasers' accounts. During the resale process, HAWGOC will not provide the original ticket purchaser with the information about the purchaser of the resold ticket.
6.Ticket Refund
6.1. Ticket Refund Scenarios and Policies
HAWGOC will provide refund to the purchasers of tickets sold through the official ticketing website or mini program and meeting the following conditions:
6.1.1. Postponement of Competition
The competition doesn't start as scheduled, but the new start time falls inside the original competition hours. In that situation, ticket holders can use their original tickets to watch the competition and cannot request a refund.
6.1.2. Extension of Competition
The competition doesn't start as scheduled and the extended start time is later than the original competition hours. In that situation, ticket holders may either choose to continue to watch the competition with their original tickets or request a refund.
The competition doesn't start as scheduled but is arranged to be held during the hours of an ongoing competition. In that situation, ticket holders are not allowed to watch the competition using their original tickets, but they may request a refund.
6.1.3. Interruption of Competition
The competition starts as scheduled but is interrupted. In that situation, if HAWGOC announces to restart or resume the competition, and the restarted or resumed competition still falls inside the original competition hours, ticket holders will need to use their original tickets to watch the competition and cannot request a refund.

In that situation, if the interrupted competition cannot be resumed within the original competition hours, and HAWGOC announces that the competition has not yet been substantially completed and has to be re-arranged as a completely new session (not conflicting with the other ongoing competitions), ticket holders have the option to either watch the rescheduled competition using their original tickets or request a refund.

In that situation, if the interrupted competition cannot be resumed within the original competition hours, and HAWGOC announces that the competition has not yet been substantially completed and has to be rescheduled to the competition hours of another ongoing competition, ticket holders may request a refund but may not watch the competition using their original tickets.

6.1.4. Competition Held Ahead of Schedule
If a competition is held ahead of schedule due to the anticipated factors that may affect the competition (e.g., adverse weather conditions that may occur at the scheduled time of the competition) and as a result has to be re-arranged as a completely new session (that does not conflict with any other ongoing competitions), ticket holders have the option to either watch the rescheduled competition using their original tickets or request a refund.
If a competition is held ahead of schedule due to the anticipated factors that may affect the competition (e.g., adverse weather conditions that may occur at the scheduled time of the competition) and has to be re-scheduled to the same competition hours as another ongoing competition, ticket holders are not allowed to watch the competition using their original tickets, but they may request a refund.
6.1.5. Cancellation of Competition
Tickets may be refunded if a competition cannot be held as scheduled and cannot be rescheduled before the Closing Ceremony of Harbin 2025, and meanwhile have been officially announced as cancelled by HAWGOC.
Tickets may be refunded if a competition is interrupted after it starts as scheduled and is formally cancelled by HAWGOC.
6.1.6. Other Situations
Tickets may be refunded in the event that the ticket holder passes away.
Tickets may be refunded in the event that there is an oversale or abnormal sale due to the malfunction of Ticketing Website.
Tickets may be refunded if HAWGOC decides to change the seating capacity of the venue for reasons of security or venue management, making it impossible for ticket holders to watch the games.
6.1.7. Tickets for Harbin 2025 are non-refundable, except in the case of refundable tickets as mentioned above. HAWGOC will not accept refund applications from ticket holders who choose not to watch the competitions or who are unable to do so for other personal reasons. Tickets are non-refundable if they are invalidated or cannot be admitted through ticket inspection due to ticket purchasers' or ticket holders' acts that may be deemed to have violated the Instructions.
6.2. Ticket Refund Process
6.2.1. Ticket refund applications shall be completed through the official ticketing website or mini program.
6.2.2. The refund procedure shall be handled by the ticket purchaser. All refund applications will be handled by HAWGOC and will only be refunded in accordance with the par value of the ticket. HAWGOC will not reimburse any additional expenses the purchasers may have incurred when purchasing the Harbin 2025 ticket, such as the handling or service fees charged by the bank or other financial institutions. If any payment channel handling fee is incurred in the process of ticket refunding, it will be borne by ticket purchasers. The refunded amount will be returned in CNY to the bank accounts that ticket purchasers use to purchase the ticket. HAWGOC will cope with all ticket refunds after the conclusion of Harbin 2025 and expects to complete the process by 30 April 2025.
6.2.3. If a ticket holder passes away before the start of the competition, the ticket purchaser must provide the ticket holder's death certificate and other relevant information so as the refund procedure can be completed. If a ticket purchaser who meets the conditions for refunding passes away, his/her relatives and friends can request a refund by providing the death certificate and other relevant information.
6.2.4. The HAWGOC will only accept refund applications for tickets purchased through the Ticketing Website and Ticketing Applet. The refund applications for tickets purchased through authorized ticket resellers will be handled by the authorized ticket resellers. The refund amount will be provided based on the ticket price at the exchange rate on the day of the refund.
7.Use of Ticket
7.1. Each ticket grants the ticket holder permission to enter the venue and watch a particular competition. A valid ticket must be presented before entering the venue or venue cluster in order to watch the competition. The HAWGOC reserves the right to declare a ticket invalid under any circumstances if the ticket purchaser or ticket holder fails to comply with the provisions as clearly specified in the Instructions.
7.2. Ticket holders may enter the venue to watch a particular competition at the seat or area specified on the ticket.
7.3. Ticket holders are in charge of keeping their tickets safe, in addition to being entirely liable for the tickets they possess. Paper ticket holders or purchasers are not eligible for any compensations from HAWGOC for the loss, theft or damage of their tickets for which delivery service has been completed. It is impossible for HAWGOC to issue two identical tickets. The holder of a ticket with altered or defaced ticket information may not be permitted entry or may be asked to leave. In such cases, the ticket purchaser or ticket holder may consult and seek assistance from the Venue Ticket Booths that are set up at each competition venue during Harbin 2025.
7.4. The e-ticket holders or purchasers are prohibited to copy and forward their purchased e-tickets in any way. Any attempt to copy and forward an e-ticket will be deemed a breach of the Instructions and could prevent the individuals from using the e-ticket they have purchased to enter the competition venue. The HAWGOC reserves the right to invalidate all Harbin 2025 tickets of a purchaser who has copied and forwarded an e-ticket. In such a case, the purchaser shall not be eligible for any kind of refund or compensation for the invalidated tickets.
7.5. Except for the competition watching policies on special sessions that HAWGOC has announced in advance, a ticket holder will not be permitted to re-enter a venue or venue cluster using the same ticket if they leave for any reasons other than an emergency evacuation. By doing this, the ticket holder consents to HAWGOC invalidating his or her ticket and selling the corresponding seat or space.
7.6. Ticket holders are required to keep their tickets at all times during the competition and are required to present them for inspection upon request by relevant staff, including any official staff, security personnel or volunteers of the venue and HAWGOC. Otherwise, ticket holders may be asked to leave the venue. In such a case, both ticket purchaser and holder shall not be eligible for any kind of refund or compensation for their invalidated tickets. Ticket holders may be asked to present their tickets upon leaving the venue.
7.7. In order to ensure that they arrive at the venue in time, ticket holders must factor in enough time for transportation, lines, and security checks. Ticket holders whose entry is delayed or who arrive after the start of the competition due to the aforesaid reasons are required to wait for the venue staff to arrange a suitable time for them to be seated. Under the above circumstances, the ticket holders and purchasers are not eligible for a refund or any compensations.
7.8. Those who have electronic tickets shall ensure that their electronic devices for displaying the e-tickets are in good working order, have access to the Internet, and have enough electricity.
7.9. The HAWGOC reserves the right to prevent ticket holders whose Harbin 2025 tickets were acquired through unapproved sources from entering the competition venues.
7.10. Ticket holders may be required to undergo security checks for reasons of security or venue management, and any ticket holder who refuses to do so may be refused to enter the competition venue. In such a case, both ticket holders and purchasers are not eligible for a refund or any compensations.
7.11. On the day of the Opening Ceremony of Harbin 2025, Children under the age of two (those born after 7 February 2023) do not need to purchase a ticket to be admitted to the competition venue, provided they are accompanied by a guardian. The child's guardian must hold the ticket and share the same seat with the child. Each adult ticket holder is allowed to bring one child under the age of two.
7.12. On the day of the Harbin 2025 Opening Ceremony, minors who are two years old or younger (those born on or before 7 February 2023) must enter the venue with a ticket in the company of a guardian. The ticket must be held by the child's legal guardian, who is also in charge of the minor's acts and safety both inside and outside the venue. Each adult ticket holder may bring more than one minor over the age of two.
8.Notice for Spectators
8.1.Prohibited Acts
If ticket holders participate in any of the following acts, HAWGOC reserves the right to deny them to enter into or remove them from the competition venue without providing a refund or other form of compensation.
8.1.1.Failure to take the right seat;
8.1.2.Smoking in non-smoking areas;
8.1.3.Going over guardrails, stepping on seats and throwing objects into the field of play (FOP) or spectator seats;
8.1.4.Bringing strollers or wheelchairs into the non-wheelchair seating areas;
8.1.5.Entering non-spectator areas such as VIP areas, work areas and the field of play;
8.1.6.Holding umbrellas, standing for a long time, or engaging in other acts that obstruct others' views or make it difficult for others to watch the competition from the seating area;
8.1.7.Deliberately displaying or promoting commercial logos on apparels and personal belongings; wearing in groups the apparels that share the same or comparable design patterns, colour schemes, or logos;
8.1.8.Any other acts that distract the attention of participating athletes, technical officials and coaches, interfere with the smooth operation of the competition or make it difficult for other spectators to watch the competition - this includes, but is not limited to, taking pictures with the flash on, showing up at the venue visibly inebriated, or defying staff management.
8.1.9.Unauthorized publicity, promotion, display or fund-raising activities; this includes but is not limited to the contents related to commerce, religion, politics, military, territory, human rights, environmental protection, animal protection, etc. Meanwhile, distribution of promotional items or any products with corporate logos, unauthorized televised coverage or use of professional equipment for video recording are also prohibited in the venue.
8.1.10.Acts that disrupt the order of on-site activities and violate the Chinese laws and regulations include attacking referees, athletes, or other staff; gambling of any kind; parades, sit-ins, protests; intoxication; running while nude; and other similar acts.
8.2.Prohibited Articles
If ticket holders bring any of the following articles, HAWGOC reserves the right to deny them to enter into or remove them from the competition venue without providing a refund or other form of compensation.
8.2.1.Flexible and rigid packaging beverages (except for medical reasons) and large quantities of easily thrown food;
8.2.2.Fragile articles and containers of all kinds; musical instruments of all kinds, such as gongs and drums, horns and whistles;
8.2.3.Large-sized bags, handbags and other carry-on personal belongings that seem inappropriate to be brought into the seating area;
8.2.4.Flagpoles, flags of countries or regions not taking part in Harbin 2025, and flags a spread larger than two meters by one meter; any banners, slogans, leaflets, promotional materials and exhibits;
8.2.5.Balls, rackets, flying saucers and similar articles;
8.2.6.Unauthorized professional camera equipment;
8.2.7.Sharp objects such as knives, bats, umbrellas, sticks, camera and camera mounts, or objects that could easily cause personal injury; ignition devices such as lighters, matches, etc.
8.2.8.Animals (except service animals such as seeing eye dogs);
8.2.9.Any mobility device except strollers and wheelchairs;
8.2.10.Unauthorized walkie-talkies, loudspeakers, radios, laser devices, radio equipment and other articles that may interfere with the electronic signals of Harbin 2025;
8.2.11.Controlled apparatus, ammunition, crossbows, daggers, etc.; inflammable items such as fireworks and firecrackers; corrosive or radioactive items, etc. that have been clearly prohibited by the Chinese laws and regulations.
9.Portrait Use
Ticket holders acknowledge and agree that HAWGOC or a third party it designates may take pictures, videos, or records of them and any accompanying minors. The HAWGOC or a third party it designates may broadcast, publish, license or use the photographs, videos, records or images of the ticket holders without providing any compensation to them. Neither HAWGOC nor any third party it designates or any individuals who have obtained the right to use the aforesaid materials from the aforesaid parties shall be liable to the ticket holders in any manner for using the aforesaid materials.
The images and sounds of Harbin 2025 recorded by the ticket holders with a video camera, VCR, sound device or any other equipment may only be used for private, domestic, non-commercial purposes. The ticket holders are not allowed to sell, rebroadcast, publish or exhibit them for commercial purposes.
10.Personal Information Protection
The HAWGOC will collect, handle, store, and use ticket purchasers' personal information within the parameters allowed by the applicable policies on the protection of personal information, assuming that ticket purchasers or holders are aware of and agree to this. This includes, but is not limited to, sending ticket purchasers the information regarding the sessions related to the tickets they purchased for Harbin 2025, informing them of the progresses of the purchase, transfer, resale and refund of tickets, and cooperating with the relevant authorities in investigating the illegal scalping of tickets within the scope permitted by related laws and regulations. With the prior permission of the ticket purchasers and within the scope permitted by related laws and regulations, HAWGOC may share with the OCA the ticket purchasers' personal information it has collected for use, processing and storage.
11.Invalidation and Voiding of Tickets
11.1.Any ticket that HAWGOC determines was obtained in violation of the Instructions will be considered invalid, and the ticket holders' rights will also be rendered null and void. In such a case, the ticket holder will not be allowed to enter any of the competition venues and neither the purchaser nor the holder will be eligible for a refund or any other compensations as a result.
11.2.Any person who attempts to enter or remain in a competition venue using a ticket that is invalid or deemed to have been obtained in violation of the Instructions may be considered to have entered the venue illegally, and they may be expelled from the venue and subject to legal action.
11.3.The HAWGOC reserves the right to invalidate the tickets purchased or obtained from sources other than those authorized by it.
11.4.Ticket holders who have violated the rules on prohibited acts or articles.
12.Disclaimer
12.1.All ticket holders are required to strictly adhere to the Notice for Spectators that is attached to the Instructions. Ticket holders shall be responsible for the safety of themselves and any accompanying children as well as the safety of their belongings.
12.2.For the losses, theft or damages of tickets for Harbin 2025, HAWGOC or other authorized ticket resellers are not responsible. For any of the aforesaid reasons, replacement tickets will not be issued by HAWGOC.
12.3.Tickets for Harbin 2025 can only be purchased from Ticketing Website, Ticketing Applet or any authorized ticket reseller. Anybody with a ticket that they bought or got from a source that isn't authorized by HAWGOC may not be allowed entry to the Harbin 2025 competition venues. In such a situation, HAWGOC will not be held responsible.
12.4.Anybody with a ticket that is forged or altered, or has become invalid or void, may not be allowed entry to the Harbin 2025 competition venues. For any forged, altered or invalidated tickets, HAWGOC will not be held responsible.
12.5.Ticket holders will be entirely responsible for all arrangements they made to watch the competitions, such as visa, transportation, travel, accommodation, food and beverage, etc., even in the event that the competitions are postponed, extended, held earlier than scheduled, interrupted or cancelled. The HAWGOC will not be held responsible in any manner for these matters.
12.6.Unless they can be attributed to HAWGOC or its authorized ticket reseller, venue owners, HAWGOC's contractors, or any staff engaged in the operation of the games, any injuries sustained by ticket holders while watching the competitions will not be held responsible by any of the aforesaid organizations and persons. This includes, but is not limited to:
12.6.1.Injuries or damages sustained during regular competitions; for example, ice hockey pucks or other sports equipment inadvertently end up in the stands;
12.6.2.Damages or injuries that are caused by ticket holders' acts in violation of the Instructions;
12.6.3.Damages or injuries that are caused due to force majeure.
12.7.The competition schedule, participating athletes list and participating teams of a team sport of Harbin 2025 may be subject to changes at any time due to weather-related delays, competitions, venue management, or security concerns. In such a case, neither ticket purchasers nor holders may be eligible for a refund or any forms of compensation, and no responsibilities will be placed on HAWGOC for any such changes.
12.8.Neither ticket purchasers nor holders are eligible for a refund or any forms of compensation for any impacts on watching experience brought on by seat location or acts of other spectators. No responsibilities will be placed on HAWGOC for any of these impacts.
12.9.If an e-ticket fails to be issued due to an error in the personal information of the ticket purchaser or ticket holder, including but not limited to name, identity document type, identity document number, e-mail address or cell phone number; or if a paper ticket fails to be delivered due to an error in the recipient's information, including the recipient's name, identity document type, identity document number, recipient's address and contact information, neither the ticket purchaser nor the holder shall be eligible for a refund or any forms of compensation. In such a case, no responsibilities will be placed on HAWGOC.
12.10.If an e-ticket cannot be used due to the problems of the electronic device used by the ticket holder to store and present the e-ticket, neither the ticket purchaser nor the holder shall be eligible for a refund or any forms of compensation.
13.Miscellaneous
13.1.With prior notice, HAWGOC may change, delete or add any provisions in the Instructions. If a provision in the Instructions is deemed to be invalid or unenforceable for any reasons, it shall not affect the validity and enforceability of the remaining provisions herein.
13.2.The Instructions for Ticket Holders are drafted in Chinese. In the event of any inconsistency between the provisions of the Chinese version and the English version provided by HAWGOC or any other language versions provided by the ATR, the provisions of the Chinese version shall prevail.
13.3.All disputes related to the Instructions shall be governed by and construed in accordance with the laws of the People's Republic of China.

Answer: After your tickets are picked up by SF Express, you will be notified of the pickup information via text message. You can also follow the official WeChat account of SF Express, and track the logistics information through the official WeChat account or mini-program of SF Express.
2) What are the precautions for signing for the express delivery?
Answer: Please carefully check the tickets against your order before signing for them. If there are any discrepancies, be sure to refuse to sign and contact customer service (customer service phone number: +86 400-016-8150) immediately for verification. The act of signing for the express delivery of the tickets will be considered as your acceptance that the tickets and order information are consistent.

Tickets can be refunded under two circumstances: personal reasons and event changes. The refund process for both situations is described below:
1. Refund Process for Personal Reasons
(1) Go to the "User Center" page;
(2) Select the "Online Refund Application" feature, see Figure 1;
(3) Check the order you wish to refund, enter the reason for the refund, and click the "Apply for Refund" button, see Figure 2;
(4) Click confirm in the system pop-up to complete the refund application, see Figures 3 and 4;
(5) After the refund, the status of the order in "My Orders" will be displayed as "Refunded", see Figure 5.

Note: According to the organizing committee's ticket policy, "each ticket purchaser has only one opportunity to refund," so if you open the "Online Refund Application" feature and see Figure 5, it means you have already completed a refund and cannot apply for another refund.
2. Refund Process for Event Changes
(1) If you receive a text message from the organizing committee notifying you of an event change and you wish to refund, please go to the "User Center" page;
(2) Select the "My Orders" feature, find the order you wish to refund, orders that meet the event change conditions will display a "Refund" button, click the "Refund" button, see Figure 7;
(3) Click confirm in the system pop-up to complete the refund application;
(4) After the refund, the status of the order in "My Orders" will be displayed as "Refunded", see Figure 5.

When the public needs to request an invoice after purchasing tickets, they must first register their billing information before they can apply for an invoice. The specific steps are as follows:
1. Register Billing Information
(1) Go to the "User Center" page;
(2) Select the "Invoice Title Management" feature, see Figure 1;
(3) Click "Add Invoice Title", in the pop-up window, select the invoice type and fill in the invoice title information according to your needs, see Figure 2;
(4) After completing the information, click the "Confirm" button to finish.

2. Apply for Invoice
(1) Between March 1, 2025, and April 30, 2025, go to the "User Center" page;
(2) Click "My Orders", find the order for which you need an invoice, as shown in Figure 3;
(3) Click on "Invoice Application," and in the pop-up window, select the invoice title you have pre-filled and enter your email address. Then, click the "Save" button to complete the invoice application.
